iCloud syncing issues still persist for me. 2 Beta's ago all my desktop icons disappeared. In the past betas this happened and I was able to go into iCloud and uncheck Desktop&Doc Sync then recheck for them to all re-appear. 2 Beta's ago this trick stopped working.

Now when I go into Mac HD and go to iCloud Drive my Desktop and Documents is completely empty, yet when I view my iCloud drive on my other Mac's its fine. If I view iCloud drive from icloud.com its fine, if I view the contents of my iCloud from Files on my iPhone its fine.. how has Apple gotten this so screwed up? It's a beta sure, but it's a public beta available to anyone wanting to try it. They "should" be more stable than the developer release.. One should think issues with apps sure, minor issues with ui sure.. your entire desktop icons disappearing and icloud drive not working is a massive problem..

I hear you! I use iCloud like Dropbox and almost all the files wouldn't download. I had to go to iCloud online, find the file, and download it to use it.

Did you update your computer today to the latest release? That seemed to fix the outstanding issues for me.

I updated a few minutes ago hoping it would fix my issues and its only made it worse. Prior to today I could go to Mac HD -> iCloud and Desktop & Documents were full of stuff.. now it's just a single folder in Desktop called "Relocated Items" with a PDF staying that updating to the latest MacOS couldnt move files blah blah.

sigh, i guess I'll can redownload everything from the browser but man, its like 50GB lol..

I have two folders - iCloud Drive (Spotlight - 'iCloud Drive') has everything synced now after this update.

There's a second folder (Macintoch HD > Users > myname > Recovered Files - Aug 28, 2019 at 5/34/33 PM > Files). It was created the last Public Beta update. If I click any shortcut to my iCloud Drive folder - it goes to this Recovered Files folder.

Just make sure you aren't seeing these recovered files.

You prolly aren't - but check anyway.

Damn thing is I couldn't get Time Machine working over the last month, so I don't have any backup.

Edit: Re-installing macOS from Recovery, slow internet so maybe 40 minutes remaining ... the risks of using beta, hey.

Seems to finally work for me, it has gained speed and folders are or seemed to be OK , the only exception is PAGES , will not show the saved documents from previous versions in the Pages folder in iCloud, the designated folder will not open or save the document properly. This Beta finally seems to be getting better.
