Apple have pulled them and they will not show up in the mac app store anymore.

The direct links still work for now though but this may be replaced soon with newer ones.

They have also reuploaded 7.1 for mavericks here:

Thanks for the heads up, was wondering why it wasn't showing up in the App Store. Any ideas why it was pulled?

Me too. But that's a beta - and only for developers at the moment.

Today's releases were public releases which subsequently got pulled.
 
It seems to go OK if you use the direct links.

It was removed because it is sometimes improperly installed if attempted via the mac app store.

So I don't think it has anything to do with safari, actually. It is more to do with the app store not installing it properly.
