iPad New tabs in safari are scrolled to half of the page?!?

Hi

Since I updated to iPad OS 13 (and on all new releases) I have realized that many times (not always!) when I open a link on a new background tab, when I go to that tab the page is “scrolled down”, so I need to scroll up in order to start reading it regularly. Anyone else has noticed this weird behavior? I haven’t seen any thread about this issue. Thanks

Had this issue a lot even since iOS 12 with Chrome app

I have it in Safari only since the update to iOS 13
