So, I upgraded- actually was gifted- a new series 2 ss watch. If I hadn't been given it, I'd have been pretty happy with my original ss one. Anyway I was thrilled with the responsiveness of the new watch. Things were so much faster. For example using the Hue app on the original watch was terrible, I'd invariably end up grabbing my iPhone and adjusting from there. I just upgraded the software to 3.1.3 on series 2 watch and the whole thing has slowed down by about 60%. Turning on the hue app has gone from near instant to either non-responsive or a spinning circle around a not quite open app. That is an example of just one app.
Also the battery has decreased by about 30%. Not happy with this update. I feel I've lost a chunk of the positive attributes of the new watch and now it's just better - not amazingly so- than the original. I have reset etc the watch and no difference.
 
Where did you arrive to the conclusion the Watch slowed down at "60%?"

Perhaps third party applications are contributing to the lag with your Watch.

I'd venture to say it might be that an app hasn't been updated for the new watch OS.
It's an over all slow down. Even the heart monitor is taking a while to give a reading and sometimes just doesn't give a reading.

About 60%. I'm not using the watch any differently.

Have you tried a re-pair. Otherwise, I would reset the Watch and set it up as New. Do not restore from back up.
