so i will upgrade to High sierra (on Normal HDD, will be Changed APFS)
and then CCC to NVMe SSD (970pro, APFS) is that possabile?

my purpose is High Sierra on 970pro (NVMe, APFS) bootable with NEXT LOADER(USB)

It's possible, but just dump your BootROM with ROMTool, I'll upgrade it to 139.0.0.0.0 and inject the NVMe EFI module for you.
