I have a Nexus 5 running stock 5.1.1, my flashlight from the drop down menu will not work and my camera will not work. It is the stock Google camera, when I try to open it it says it can't connect

I would try a factory restore from settings - you can try downloading a third party camera from play store before doing so to check they don't work either.

If other app doesn't work, and factory reset doesn't work, it could be hardware ..
 
I just tried Camet Zoom FX and when it opens I get failed to connect to Android camera(error code=1)

Looks like factory reset is best option. If it's not working after a factory reset - it's likely a hardware failure :( :(
 
I am backing up in Helium now and will do a factory reset, thanks
