nMP Disk Reformat Issue (reinstalling Mavericks)

Brief:
Company I'm working for on contract collected their first MacPro for RND testing recently. Last night it was updated, and we wanted to generate an image for recovery - in the process the lab guys reformatted the entire internal SSD.

Problem:
Any versions of the Mavericks installer now will not run or even boot on the MacPro's internal. When launching the Mavericks installer from a USB or other HD, a no-entry sign is displayed. When attempting to run the native OS after a reinstall, a link to an apple support page for Web Recovery is shown on the startup screen. I don't remember the link, and I am at home posting this thread.

The Recovery Partition has been erased. The Macintosh HD is empty - I would like to know if there are any build compilers, etc, to help the team get MacOS back on the internal SSD of the nMP.

I have never done one but it seems you should press CMD-R on boot and follow a few prompts.

The problem I thought the tech guys were having is that there is no response from the Mac Pro when this option is selected. I personally sat down with it and tried Target Disk, and installing from a USB, but didn't actually see Internet Recovery be tested. I will go back into work later and try this myself.

My worry is that there is no MacOS software to initialize the call to Apple for help that pressing CMD-R on boot activates. We shall see...

The Internet Recovery does not need or use any installed software. It is purely a call to Apple's servers, launches the recovery system over the internet, and downloads the system that came installed on the Mac when it shipped.
You DO need a fairly open internet connection before that will work. For example, if your work network uses a proxy server, you will need to bypass that, as there's no way to enter those settings for the Internet Recovery download.
