On my MacBook, when I go to the App Store, I searched for Adobe Reader and does not come up on the list on the App Store.

However, on the iPhone's and iPad's App Store, it does show up, but not from the Mac's version of the App Store.

Why is this?

Because Adobe Reader on iOS/iPadOS is distributed through the App Store, but Adobe does not Distribute the Mac version of Reader through the Mac App Store, instead distributing it through their website

Adobe doesn't like the sandboxing that the Mac App Store requires of products there.
In some cases, this policy *may* be seen as a security thing from Apple, but in others, it also limits the functionality of an app.
That said, Adobe products have a tendency to scatter files all over the place, and that are almost impossible to remove cleanly if / when deleting the app. So their cruft is left lurking...

That said, a number of browsers now have pdf readers built-in and files can be directed to open in them. Not sure about the rest, but I believe Firefox recently announced its also possible to manipulate / fill out pdfs in their browser.
