No animations iPhone 5S

After the download I can send all the animations , like text effects and fireworks but on the reiceving end it still has the brackets around the words ( sent with balloons) why wouldn't I be able to see animations people are sending me. Even when I send my own to people they will happen for me to review. It's like my reiceving box is still in IOS9

You have to turn off Reduce Motion. In Settings > General > Accessibility

Tried disabling and re-enabling iMessage? Or something else motioned in the earlier linked threads?

Looks like a setting reset might have done the trick
