Mac Pro on 10.11.6 with NVIDIA TITAN X and Firefox 48 shows Hardware H264 Decoding-NO. MacBook Pro and Mac mini both have same OS and same Firefox and show Hardware H264 Decoding-YES.

I feel pretty sure this is Mozilla's doing with their blocklists (including frickin' hardware) they see fit to blindly dictate. Does anyone know how to get around it? I have set all the config options I know of and even removed all Darwin + 0x10de Vendor ID entries in the Application.ini file. Still, nothing.

Seems like a bug. Lots of talk over at https://bugzilla.mozilla.org/

Maybe under about:config (type it into the url bar) and search for 'decoding' or 'H264' and change some of those options might get it to work for you.
