I was under the impression that I could stay with iCloud or upgrade to iCloud Drive in Yosemite, but it appear that iCloud Dive is the only choice. Is this correct?

You should have the choice to decline to upgrade to iCloud Drive. This has been my experience with the public beta, anyway.

I did decline but I wanted to save a bookmark and clicked on share on safari toolbar and it says No Service. I have just installed beta 4.Now I only see an unchecked box for iCloud Drive in iCloud Preferences.

If you want to sync document data in Yosemite or iOS 8 you must upgrade to iCloud drive. If you say no, document data will simply not sync. The rest of iCloud will still work fine.
