No icon labels with illumine theme

When I turn the theme off the labels go away but I can't get the labels to go away with the theme on. Is there any way this can be done and why do the labels come on when the theme is on even though they're off in winterboard? My other themes work fine with no labels this is the only one that doesn't.

both 'no un/docked icon labels' work with illumine for me.

Are you sure that it is above illumine theme in winterboard

I moved them above illumine and that worked. Thanks for the help.
