Hey,

I have tried updating my original iPad mini via wifi as well as iTunes but it says that iOS 9.3.5 is the latest version. It says, Your software is up to date.

Any ideas why I can't update? Thanks in advance

All tech companies do this regularly - they will cease supporting aged hardware. My iPad2 is the same way.

But from what I read, the iPad mini is included in the iOS 10 support. Is that not true?

That would be correct, the mini, the ipad 2, and iPhone 4's don't get the update. They're basically saying, if you want the latest and greatest along with bug and security fixes, by a new one today.
