No landscape rotation on home screen

Just got my new iphone 11 w ios 13.0 and did a clean install ios13.1, landscape/portrait rotation doesn't work on home screen but works fine everywhere, is this a bug?

I try both zoom and standard view, and still no rotation on home screen.

First, the iPhone plus models USED to rotate to landscape on the home screen. This feature was actually taken out in a software update.

Second, the iPhone 11 is not a plus model so would never have had this feature anyways. Orientations will change only in apps.
