I have a second monitor hooked up to an iMac Pro, and I'll often have YouTube, a school video, or Netflix on that screen while doing things on the main one. In Firefox, having video fullscreen on that monitor means there is no menu bar on the main screen at all, unless I switch to Finder or another app first, which means I have to swap out of FF in order to even check the time.

Any way to fix, other than using Safari - which has it's own problems (Canvas required cross-site tracking disabled to load images).
 
Not that it is an answer for you but the same thing drives me crazy with VLC. Once the video is in full screen on another monitor all you can get is the very limited right click menu, the main menu is not accessible until you go out of full screen mode.
 
I actually poked around in FF's about:config and found this setting:

Changing it from False to True resolved the issue. No idea why it's defaulted to off, but whatever, it's fixed.
