I get no notification about the scheduled time when the charging will be finished. The Optimized Battery Charging option is enabled. I have a iPhone 12 Pro Max with iOS 14.3 RC2 installed.

It will only show when Optimized charging is actually active. It’s active under specified conditions. Just having it enabled does not mean it’s active.
 
If you have transferred all from an old phone to a new one ( As I have ) , the only thing that fixed it for me is a reset of Location & Privacy . After doing so it took a few days to kick back in .
 
It in the last year this feature only worked twice for me in my life time! Idk why

For this to actually kick in it has to meet so many parameters it's basically useless. They need to change it or at least give us the option that if we plug it in past ~9-10pm and the battery is under ~70%, optimized charging is automatically enabled. Right now it's using your location along with algorithms and AI and who the heck knows what else just to end up disabled 98% of the time. A few simple if/then lines of code would make this a fantastic feature.
