No notification with Messages IOS 15.3

All of a sudden I'm not getting notification when I get a text message. There are plenty of recommended fixes on the web but none so far have worked. Really weird as I've been on IOS-15? for awhile now.

What fixes have you already attempted? Do you have focus mode off?

I turned off focus assistant and it didn’t make any difference so turned it back on (do not disturb 11 PM to 8 AM). Tried rebooting, no change and even updated to IOS 15.4. Checked all settings in notification section and message section.
