When you setup an iPhone after erasing it, while enabling keychain it asks for the password from any other apple device which has used the same iCloud ID. If the user is unable to provide the other device passcode, there is a prompt to reset keychain data. This was until iOS 17.
In iOS 18, there is no prompt generated to reset keychain data from iCloud in case no passcode of earlier device is recalled. it only prompts to ask for help from Recovery Contacts (even when there is no recovery contact setup).
This matter was also discussed on this website forum link in 2022. https://forums.macrumors.com/threads/delete-icloud-keychain.2354827/

Please guide on how to generate the prompt for Reset Keychain data on iOS 18.x device.
The objective of reset keychain data is to clear all devices listed under the prompt for "Enter Passcode for Other Device".
