I’ve noticed this behavior when I tried to setup on where all
the downloaded files are downloaded from Safari on iPhone 14 Pro.

On my previous iPhones, I got to be able to set all downloaded files directly to On My iPhone only and NOT to the Downloads folder.

Now, on the iPhone 14, I’m not able to make the downloaded files just download directly only On My iPhone.

Instead, like from the YouTube video looks like this is not possible to do.
Either stick with the Downloads folder or create another folder where downloaded files are downloaded from Safari.

I'm able to make files download directly to 'On My iPhone' on my XS and 13. Seems odd that the 14 would behave differently.

Are you tapping 'Other...', navigating to 'On My iPhone', then tapping 'Open'?

Here's my screenshot. Notice 'On My iPhone' is selected and no longer displays the 'Downloads' folder beneath it.
