I noticed that the parallax effect is gone from the home screen on my phone, regardless of wallpaper. Restart doesn’t help — not does full restore (from iTunes). I didn’t turn it off in Accessibility, and I toggled it to make sure. I’m stumped. Any ideas?

Do you have reduce motion turned on?
 
In Wallpapers, it was set to Live and not Perspective. I didn’t realize that turns off parallax!

It appears to be a bug that wasn’t fixed since beta 1 of iOS 12. All Live Wallpapers don’t have perspective zoom on and you have to tap ‘perspective’ for it to work, but you lose the Live Photo’s effects.
