Now that it has been a day is it still reporting Photo usage? Sometimes it takes a little bit for that to update. If it is try plugging the phone into a computer with iTunes and syncing making sure not to sync things you do not want.

The main shot clearly shows 1.23gbs on the iPad storage. Looks almost like what was in the photo folder is hidden files or something. Something is definitely wrong.

There’s a glitch in iOS. Try setting the clock back 2-3 months and see if they pop up back into the recently deleted part of photos and then delete them. Then reset your clock. The system still thinks they are on the iPad.
iTunes seems to straighten stuff up for me, sometimes it even seems to force a TRIM command or something similar (if the space is being used by "system").
Out of curiosity do you have photos stored in other places on the phone? Not sure if iOS is just looking at the photos app or also for photo extensions (ex. .jpg .tif etc etc).
