My Photos app library shows "No Photos or Videos" two days after updating to iOS 15. Fortunately, all photos are videos are still accessible from Recents album, but remain invisible in the library. Is anyone experiencing the same error? Everything's OK on my Mac...
 
And are you can you confirm you're viewing your Library in the All Photos view with no filters?
 
There's no filter available in the library. It's just empty. Rebooted twice.

Are you using iCloud Photos, and if so, can you see them on icloud.com?
Yes. I can see my photos on iCloud. I just disabled iCloud for Photos app and deleted all my local leftovers, then turned it back on to no avail. Library is still empty, but the photos are there.

You've been shooting polar bears in a snowstorm eh?

Have you tried logging out of your account and back in? Or are you considering doing an erase and restore (which I hope you don't have to do)?

Yes, but still no luck. I'm not going to erase and restore, I doubt it will help. I guess I'll have to get used to Recents album to access my photos. Or switch to Google Photos.

Because you disabled iCloud Photos (and then re-enabled), I wonder if it just needs a lot more time for the Library view to populate.
