No SCHEME option even in “View all Devices”

No SCHEME/GUID option even when switching to “View all Devices”
[MacBook Air 13-inch, 2017]
I’m trying to partition a TOSHIBA 1TB USB 3.0 Hard Drive (Canvio Basics).

1) Following reliable online instructions, I used Disk Utility>Erase> chose to ReName disk> then ERASE
Result: “Partition” is greyed out.
2) Online research reveals: “Under VIEW, choose “View All Devices” This promises to reveal SCHEME option.
3) returned to #1, switching VIEW to “View All Devices”. Chose proper (re-named) disk>then ERASE option. Result: Still no SCHEME option.
