No "Set Wallpaper" shortcut on iPhone 6S?

So some of the promo shots for iOS 9.3 show 3D Touch shortcuts for the Settings app. Wifi, Bluetooth, Battery and Set Wallpaper.

On my iPhone 6S, I only have Wifi, Bluetooth and Battery.

Set Wallpaper is not an option for me. Anyone else? Is it a 6S Plus thing only?

I have the 6s plus. I don't see Set Wallpaper. Just Battery, Wifi and Bluetooth.

This was an option in a couple of the betas but was removed.

Why can't we have shortcut to enable lte? Just don't get it. Why do I need two shortcuts for wifi..

I'm guessing in comparison to some people needing to get to WiFi settings or enable/disable WiFi, not as many change anything in relation to LTE (basically just enable it and leave it on).
