no sever weather warning setting in iOS?

Heya.
I searched internet to set up the sever weather settings alert with weather app on iOS.

I checked this HC article:

But these settings don't seem to exist at all on my iPhone running the latest iOs, could not find them on mac or iPad either. So how does it work these days?

Even Weather app is missing from notification settings.

In the Dark Sky app, I have Government Alerts enabled and, even though I live in a region that doesn't often have severe weather, I see NOAA alerts when opening the app. Tapping on the alert opens the NOAA text alert description with a link to the NOAA site for more details. I don't get iOS notifications for them though.

I re-read your OP tonight, and you're saying you don't see where to enable these alerts on iOS 14.7 (or even any version of 14)? Are you sure you scrolled to the very bottom of Notifications in settings? The Government Alerts section is definitely there.

And you're correct: the Apple weather app doesn't have notification settings, or any settings for that matter other than in the app itself.

Do you need to be in a region that supports these for the option to turn them on be available?

The page linked in the OP has the following caveat :-
"*Government Alerts are supported when using a SIM card from a supported carrier. Your Apple Watch can receive these alerts if your iPhone can receive them and is nearby, or your Apple Watch is on a Wi-Fi network. With a cellular plan from a supported carrier, your Apple Watch Series 3 (GPS + cellular) can receive these alerts without your iPhone nearby. For more information, contact your carrier.

*In some countries, you may not be able to disable Government Alerts."

There are new features for weather-related alerts (like notifications for beginning/end of rainstorms), but Government Alerts has been around for quite a few versions of iOS.

It's likely that if under local law those alerts are mandatory there will no setting shown. Here in the US they can be disabled, so there is a Government Alerts section in Settings > Notifications (iOS 14.7).

That section does not appear on my Watch, iPad, or Mac as none of those have cellular data plans - government alerts in the US are distributed by the cellular provider. However, I receive them on Watch because it mirrors my iPhone.

In the US this can be traced back to the Emergency Broadcast System, which all TV and radio broadcast stations were required to be part of. It was for national-level alerts, basically nuclear war. In the 1980s broadcasters moved to the Emergency Alert System, which allowed regionalization/localization for the issuance of weather/disaster warnings. Initially it was required of broadcast stations. Cable TV systems now participate, but I'm not sure whether they were part of this system from the start or that it was added later. Once cellular phone service became widespread (and broadcasting became less reliable as a method of reaching the bulk of the population) that, too, was added as a distribution method.

Here in the States we have Emergency Alerts, Public Safety Alerts, and Amber Alerts (child abductions), each separately adjustable in iPhone settings.

As has been said, in the US these can be configured at the bottom of the Notifications settings under "Government Alerts". I believe they are on by default. A couple weeks ago I was awakened at 3:00 AM with a Tornado Warning that said to seek cover immediately, so I did. Not something you want to wake up to! Looked in the Radarscope app, which shows the alerts on a map, and this particular one was very localized and only a few miles wide. My home was right in the middle. Happily, there was no tornado and no damage, just some heavy rain.

Apparently in the UK the government for the first time started testing emergency alerts in late June that will include iPhones. It's slated to go live sometime this summer according to the article.

This is the very bottom of my notifications! No govt alerts, in Ireland, probably doesn't exist! Oh well.

I use a 3$ (don't remember ) app from the App Store 'MyRadarPro' which offers about 15 different alerts you can toggle on/off from Earthquakes to Wildfires. Lightning/Storms / Floods/ Cyclone/ Rain....the list goes on and on. Have used the app for the past 5yrs or so and many updates..all free.

This availability and setting on the phone and in various apps varies by Country. It may or may not be there.
