Is this a bug?

when I played a video (taken with my 8 plus with iOS 13.1.2, there was no sound until I pressed the volume up button, even when it was originally set at max volume.
 
No. By default the videos are muted... just click the speaker button at bottom, or like you said, vol+ button

This is intended behavior. A little annoying, but probably preferable to little spurts of noise coming from every video as you scroll through your camera roll.

Yes it actually make sense if videos are played automatically when browsing. Glad that there is the option to turn it off.
