On all my devices, iPad (IOS14), iMac, etc, I can not get any Holiday Calendar on the iCloud Calendar.

How do you get an Holiday Calendar on to the iCloud account calendar so it will sync with all your apple devices, and android.

I added a new subscription to the iMac (El Capitan) (https://www.calendarlabs.com/ical-calendar/ics/76/US_Holidays.ics) and set it as iCloud.

It does not show up on the iCloud calendar. In fact, with any of my devices I can not get an sync-able Holiday calendar into iCloud.

What is going on with Apple.
 
I don't know about the calendarlabs holiday calendar, but the default Mac Holiday Calendar isn't listed under the iCloud calendars, but Other. On a Mac, it has to first be enabled in the Calendar preferences and then selected in the calendar view. On iOS devices it needs to be selected in the Calendar > Calendars settings.

Why is it important that it specifically be an iCloud calendar for US Holidays, which won't be much different than the default US Holiday calendar?
 
I have two US Holiday Subscriptions on the iMac Calendar, neither appear on the iCloud Calendar.

I can not get any calendar either on the iPad (IOS 14) or the iMac shown to show a Holiday Calendar in iCloud.

FYI, US Holidays 2 does not have any 2021 Holiday in the subscription.

Your screenshots seem to show your calendarlabs calendars, but my question was couldn't you just as well use the default Mac and iOS US holiday calendars? Here's a screenshot from my Mac after changing the Location from On My Mac to iCloud (something I hadn't bothered with before). Changing the Location to iCloud automatically enabled it on my iPhone and iPad as well. Wouldn't this be an easier solution for you?

I wouldn't have thought the Calendar settings had changed that much between El Capitan and Big Sur, but sounds like they have if there isn't a way to enable the Show Holiday Calendar setting. Not sure what else to advise, sorry.

Yes there is. There is a iCloud option on info selection, and in Preferences a Holiday Calendars selection, neither will sync any calendar with iCloud.

Here is the fix for this. Take a Subscribed Calendar (Holiday) export it to the desktop. Then reload and rename it into calendar. It then becomes a non subscribed calendar and display in iCloud.
