My iPhone SE is running on iOS 11.2.6 and noticed that the Videos app has been removed. I never did use the video app, but I think I will in the near future to download videos and play them offline.

I read articles that this has been replaced with the TV app, but I did a search on the App store and could not find it, especially not the one made by Apple. Would it be called something else?

It must of been already installed on my iPhone, but I reset my phone recently and removed most of the Apps that I did not need to free up some space on my Home screen...

Is it called just TV app or something else?

TV App replaces video app in US. You will not find that app at US App Store. There are still regions that TV app is not supported. You can try to Download from those regions (such as Japan) and use them.

Yes, that is the correct app. The TV app replaced the Videos app in iOS 10. Confusing though as it's listed on the App Store as Apple TV app, which may lead some to believe it has to do with an Apple TV or Apple TV Remote app. Not the case. It's basically all things video related now. That includes home videos synced through iTunes. It syncs the same way the Videos app did.

Suppose I want to download an MP4 video from a website directly to my iPhone WITHOUT using iTunes or my computer?

Can this be possible to accomplished especially for people who are on the go and don't really have a computer nearby all the time?

I don't believe you can download and share files to your TV app via the iPhone. Unless I'm wrong you'll need to use iTunes to transfer a file there. IMO this isn't a bad thing because my own content I want metadata not just a mess of files ending in(720p cHiNeSe Subs!).mp4

However you aren't limited to the TV app. For example if you want an MP4 file you can use most 3rd party players (ex VLC app) and download it. From there you can keep it there and watch it there. And/or you can share it with 1st and 3rd party apps for playback, editing and/or storage.
