Unless I've been doing something wrong I've never been able to send or receive text messages to Android users from my iMac. Only the iMessage threads showed up on my desktop version of Messages. I believe this changed after updating my iPhone to iOS 17.1.1 yesterday, but I don't know for sure. Another change is that two-factor authentication codes are now automatically appearing on my iMac. I no longer need to grab my iPhone to get the codes when accessing a website on my iMac. I just assumed the codes were not delivered by iMessage, so I was unable to get them conveniently on the iMac. The codes now appear magically next to the input field. I find this all very pleasing and the timing is interesting with the RCS messaging standard news that just broke. Probably just a coincidence though.

I don't know why it hasn't worked for you until now, but SMS on Mac has been "a thing" for years. Nothing to do with RCS. I think the authentication codes are new-ish though.

Like @Nermal said, it is just SMS forwarding that didn't work for you before - for whatever reason.
I suspect you are referring to authentication codes that are delivered via SMS (Paypal, eBay, …) and just didn't get forwarded to your Mac in the past (for the same unknown reason).
The setting can be found on your iPhone under "Settings > Messages > Text Message Forwarding" and apparently the latest update fixed something for you that was stuck before.

For it to work, your iPhone must be powered on, have internet access and must be connected to your carrier (via cellular or WiFi calling). And obviously use the same Apple ID.

How funny. All this time I thought Apple just didn't allow the green bubbles to appear on other devices. As if the tech only allowed for iMessage transfer. FWIW my settings on the iPhone do show my iMac enabled, but perhaps the update did fix something that was broke. Well it's nice to be caught up with everyone else! 🤪

That’s good it’s working for you now. I’m pretty sure I’ve been using SMS on my other devices since iOS 8.1, aka fall 2014.
