So I took a pic with my HTC One. When I click get info, the size says 1.4mb and 1130x2678 resolution.
I want to get this printed and framed. How big can I make it without losing quality? I would be willing to lose a little sharpness, but not much.

Everything above native resolution will lose quality. While it's subjective, a lot also depends on the shot, the viewing distance, and the size of the sensor that took the image, the type of print and the resolution of the print. However, since it's a staged image, you can always reshoot it with a bigger sensor and go larger, and if you upsize the shot, the algorithm used.
Personally, I probably wouldn't try to print that file bigger than about 5x7, but I'd probably want to reshoot it under better light with more controlled shadows and I'd really, really want it cleaner- there are a lot of spots on the sensor or the wall. You're already losing the Budweiser text's integrity because that's a bit underexposed and possibly also due to the phone's JPEG algorithm.
Properly exposed for the labels and shot on a modern DSLR, you should have no problem going poster-sized without compromise. So, if you really want something for the wall, I'd encourage you to find a friend with a DSLR and a flash or two, some foam core for a reflector and background and experiment away.
