I have updated my iPhone 6S to iOS10 and then followed the same steps to load the profile to update my watch. Nothing seems to work. When I click on the button on my iPhone to install the profile on the watch, it resets the watch and eventually seems done, but when I try to. then update the software on the phone via the watch app, it says the software is up to date with version 2.2.1.

I've re-paired it with the iPhone but that didn't do anything either. Any ideas? Is the Watch OS beta not available even though it's on option when I go to beta.apple.com and sign in with my ID?

There is no public watch beta. I don't know what you're downloading and installing (though I suspect it's the iOS profile) but you won't find the watch profile on beta.apple.com.
 
For some reason when installing an iPhone profile, Apple designed it so the user gets the option to install to watch. Installing an iPhone profile to a watch does nothing, except confuse users.

Ah, thanks. Count me as one of the confused ones who thought that, since it was giving me the option to install the profile to my watch, that it was going to allow me to update to the beta.
