Not enough storage for pictures on device message in error?

The past few days I've been getting a pop up on my phone saying I don't have enough storage on my device for all my photos and I need to optimize. I have about 40 GB left on my device. Also I'm getting the photos app on my Mac keeps force closing after ten seconds. Anyone else getting this issue?

Anyone else getting this error? I have 29GB left, plenty of room for full size pics and videos. Is this an iOS warning that automatically pops up after you drop to a certain percentage of the phones capacity? I just click ignore and move on but it pops up every few days.
