I have found several places where ApplePay used to work that don't anymore. One place I was told it only works now on a couple of terminals - not on others. A large regional brand grocery store I was told they had decided not to fix terminals where the only problem is Apple or Android pay type applications. Have others found this to be true? It seems as if the NFC portions stop working and store management doesn't consider it worth fixing.
Not a good sign for these type of pay apps. I'm sure the proportion of people who use them is pretty small.

If you are willing to take a stand, go in with Apple Pay being the only option, and make it difficult for them to complete the sale. If they refuse to work it out, walk out without the goods and buy elsewhere. The clerks and management will feel the impact and find it worth fixing.

I don't know what it takes to fix these terminals but I suspect there isn't enough pay business, yet, for store management to really care.

What would they do if a card reader was broken? They would shut the line down and redirect folks to another terminal. If you make it a hassle, you will have successfully gotten their attention. When an employee has to tell the manager that a $200 cart of groceries needs to be restocked, the manager will pay attention, especially if the frozen items need to be tossed.

Stores most likely have maintenance contracts on point of sale equipment, they simply have to notify the vendor to get out there to fix or replace faulty terminals.
