If you're not seeing it still, you can try downloading it on iTunes. If it still isn't showing up, then you can head over to ipsw.me and download it for your device. Go back to iTunes, and hold shift + click "Check for update"; from there click on the 9.0.2 ipsw file, and you're set. :D

I have the same issue, only it states there's a server error of some sort. Both 9.0.2, OS X 10.11 AND Safari 9.0 all hang, and the Mac App Store somehow thinks I've installed Safari 9 over 10 times while it's still on 8.0.4.
