I have a late 2009 iMac 27” and the screen has pink lines on the boot screen and won’t boot I have to put it in the safe mode or recovery mode to use it , there’s also no sound at all, not even an internal speaker option when picking the audio sources , already replaced the hard drive

You shouldn't have been fooling with your parents' computer.
It's not going to cost you.
It may cost them -- maybe a new iMac...!

The issue was present before installing the hard drive, they do not want to replace the computer itself because they won’t justify a whole new computer, if it’s just the graphics card I will get a new one I’m just not sure which one or how much

Not sure about the 2009 but there’s a massive thread for the 2011’s. For the most part people had trouble even finding working cards and I suspect that a 2009 machine will have the same issue. They don’t make those cards anymore so you’ll be buying someone else’s used card and hoping it lasts longer. If there’s not a thread for the 2009s I’m sure you can google search your machine and find out what cars came in them and then search around on eBay.

Most 2011 compatible nvidia cards, are I think also compatible with the 2009-2010 models !!
I’m pretty sure about this.

Try known working Dell Alienware GTX765M, or GTX780M.

Also check out the 2011 video card upgrade topic, like suggested here above...
