I’ve been experiencing some very odd behavior among my Apple devices in the past couple of weeks:
On multiple occasions, by 4th gen Apple TV has turned on when I simply unlocked my iPhone 7 on iOS 11.2.6 using Touch ID.
Just now, I pressed the Menu button on the remote of my 3rd gen Apple TV in my bedroom, and received a notification on my Apple Watch 3 that it has unlocked my Mac Mini sitting in the corner.
Bizarre...

I'm not so sure about your iPhone making your Apple TV wake up, but for the Mac mini waking up, it's possible the IR signal from the remote is reaching your Mac mini, since it does recognize the Apple remote's signal. So, when that makes the machine wake up, it unlocks using your Apple Watch. You should be able to disable the IR sensor in System Preferences » Security & Privacy » Advanced.

Edit: For the iPhone waking your Apple TV up: Try checking to see if AirPlay is disabled or not. If it's still enabled from the last time you used it, then maybe it's reaching out to the Apple TV to verify it can still send content to it.
