For some reason Sequoia isn't syncing my wife's messages, or text messages I get on the iPhone. If I reboot it will but shutting it down and restarting it doesn't, and nor does clicking Sync in preferences.

Also experiencing some similar sync'ing irregularities. Believe it's an iCloud sync issue and hopefully they fix it soon. Would suggest submitting feedback using Feedback Assistant.

Do you use a VPN by any chance? For me Messages sync stops working while I am using a VPN and it resumes working when the VPN is inactive.

Similar issue driving me crazy. My phone (18.2b3) is fine. my ipad mini (18.2b3) syncs up with the phone perfectly. My m1 macbook pro (Sequoia 15.2b3) keeps missing messages. I thought it was mostly in a group chat with android users, but it just happened now with a collegue who is on an iphone too. she texted me, it showed up on my phone, my ipad but NOT on my laptop. Other texts do come thru. I've logged out and back in of icloud messages, manually picked sync imessage in cloud in the app and in the settings. Rebooted more than once. And it still won't download a bunch of texts that came thru on the other devices. Has gaps here and there. Frustrating.

Every time I've tried using Messages on the Mac over the years, I've eventually had issues with missing sms texts, so I could never rely on it. I finally checked out iPhone Mirroring today, so I think that's going to be my solution. I also think that seeing how my texts appear on a phone screen will prevent me from typing too much for the recipient to easily digest.

Things seem to be working for me now (fingers crossed). I assume this was a typical Apple release teething issue.

For those still having problems it might be worth chatting to Apple support and seeing if they can do some background magic within iCloud. https://support.apple.com/
