This issue will not happen in Apple Notes because there's no scrolling feature.
To reproduce: Write in Notability, flick page to scroll, and try to write... no ink, until you lift the pencil off the iPad, and try again..
For the purposes of this message, I exagerated the scroll effect, which I obviously don't do when I'm writing in Notability. However, a slight movement with my palm or finger in the process of writing will stop the Apple Pencil from working in Notability. It's super frustrating. I've shared the video with Notability in the hope that a fix is coming.
