Note 2, how to force 4.1.2 update?

I had a Note 2 which upgraded OTA to 4.1.2 no problem, recently I had to replace it under warranty. This new one refuses to see the 4.1.2 update OTA, I also installed KIES and it also doesn't see 4.1.2.

Is there any way to download and manually install, or force OTA/KIES to update me to 4.1.2.?

You usually just have to wait it out 24 hours.

You usually just have to wait it out 24 hours.

I've waited a couple of cycles, also force stopped the update program. It seems it's just waiting then.
