Yes, it is. A Mac can only connect to one iCloud for most things. I imagine exceptions would include email because it is using IMAP/SMTP protocols rather than Apple's iCloud communication.
Look at the screenshots below. That's my secondary iCloud account and every iCloud app is available. If I turn on Notes then I get notes for both accounts in the Notes sidebar. This is true for any other iCloud app. Not sure what's going on with your machine, but it works perfectly fine for me.

Not true. Look at my post above. What you said is true for things like Keychain, Photos etc., but for the iCloud apps you can use all of them with multiple iCloud accounts.
Notes for secondary accounts work only! for accounts that have not! been updated to Big Sur.
I was able to use notes on an old, secondary iCloud account (it showed up in my notes app as a secondary account). After upgrade to Big Sur (that account) it vanished from Notes and the option to tick Notes in the Settings is gone...
