I use iPhoneXR/iOS13 and MBP/Catalina. It takes minutes (not seconds as it used to) for a Mac note to appear in web icloud. But the worst is that it takes hours before the note may appear on the iPhone. And reverse is true - notes from iPhone don't sync to web and Mac. Also there is one folder I keep deleting(tried on all devices multiple times) and it keeps reappearing.
I have tried to sign out and back in with icloud, on both devices - no success. Actually the opposite - I have lost some notes which were not synced yet. I have also: iPad Pro ipadOS13, where notes are turned off to sync, iPad mini with iOS10 where notes are turned off.

I have also tried to force the sync, as they say you go into Calendar app, and pull down on Calendars tab to trigger the sync. Didn't help
 
Same issue. I have to make a change in the note on my iPhone and then it syncs to the version from my Mac. Never had that issue before iOS 13. I haven’t updated to Catalina yet and won’t for some time.
 
I've found the same thing on my iPhone. My iPad seems to be better at syncing than the iPhone but I sometimes need to restart Notes on both. I am still on High Sierra considering Mojave. Won't be on Catalina until next summer at the earliest.
 
Notes are greatly improved this morning. Tested between macOS and iPhone 7+. Changes are showing up on the other devices within about five seconds of making them. So this appears to be an iCloud server-side problem. I consider 5 seconds to be slow but I'll take it. It's normally one to two seconds to update while I am typing. So this is a big improvement for me and I can live with this. The other moderately annoying bug is mail not loading mail bodies and mail not loading in the background (I have it set to download every 15 minutes).
 
I manually copy from one device to another when they're together. It's still a mess. Kind of like writing on paper and copying it to other bits of paper.
 
I’ve been having problems with notes syncing with 13. 13.2 did not resolve the problem. Two releases and Apple still can’t fix something that was working perfect fine. I think I’ve finally reached the point where Apple updates are just as risky as MSFT and best avoided 😢.
