On the iPad why can't you choose to create notes either on the device or on iCloud like you can do on the iPhone?
 
What do you mean? Just go into settings<icloud and turn it on. Sorry If that didn't answer your question.
 
I think now they are integrated. If you write a note, it's on your device, and you can chose to sync it if you want (in settings). Make sense?
 
Ok, in Notes on my iPhone 4 there is an option as to where to sync my notes, see below.

Now on my iPad 2 there isn't this option and as you can see I have create some test notes but they dont show up in my iPhone.

The "on this device" option only appears if you have notes on the device. If you delete these then the option vanishes and you only have the ability to create them in iCloud. Same for iPhone and iPad.
 
I have deleted the notes I had on the iPhone and create the new notes on the iPhone so they are in iCloud but they still dont appear in my iPad!
 
Simply just does not work for me, I have turned the settings on and off plenty of times and I just can't sync notes between devices !
