iPhone Notes no longer completes iCloud sync?

Someone running the latest iOS 13 (or iOS/iPadOS13.1 beta) that is a user of Apple Notes: Do notes sync properly to the iCloud for you?

Created or modified notes on my iPhone X (iOS 13.0 official release) and iPadOS 13.1 PB4 both do not sync up to the cloud. Notes created on iCloud Web or MacOS sync down to the devices just fine. It's been this way since iOS 13.0 PB's at least, I had been hoping it'd be fixed in the official release and 13.1 beta.. earlier release notes (13 beta 3?) mentioned Note syncing issues as a known problem, but it's no longer listed as a known problem, so I'm worried they marked it as fixed when it isn't.
 
I use notes daily, how exactly are you checking to making sure if it’s syncing or not? Do you get an error message ? I have my notes synced to iCloud as well. I only use an iPhone so I don’t have another device to check outside of the iCloud website.
 
Intermittent syncing here with iOS 13.1 and iPadOS 13.1. Seems potentially a little better than the earlier 13.0 beta's? But it still isn't consistent for me.

I'm checking against both the website and between devices. No errors messages, and the spinner (when it's syncing to icloud) acts normal and doesn't continuously spin, so it's manual comparison of the notes.

gotcha, I will check the iCloud website when I get home to make sure.
 
I read somewhere in the release notes there was a known issue with iOS 12 and iOS 13 devices not sync'ing properly, I do not see it in the iOS 13.1 release notes
 
I have had problems with Notes not syncing, taking a very long time to sync (as in a day), or messing up syncing. This is between a MacBook Pro, iPhone 7+ and iPad Mini 5. My solution this morning is to recreate the note and cut and paste the contents of the old note into the new note. This has cleared things up for me and my notes sync now.

My iPad Mini and iPhone are on iOS 13.1 but my MacBook Pro is on High Sierra. But my iPhone and iPad Mini weren't syncing with each other so it wasn't strictly a High Sierra issue.
 
notes in shared folders don’t sync at all with my other devices or with my wife’s account.
 
Apple has told me there is an issue they are aware of after I lost all my notes titles after updating. Clearly something is off.
