“Notes” not syncing to iPhones

I have 3 iPhones and two iPads. When i create a Note on my iPad Mini 5, running 13.1.1, it does not sync to my iPhones or other iPad. Not my MacBook. Tried the usually soft reset, turning iCloud Note on/off, etc. The only thing I have not done yet is sign out of iCloud on the iPad...running out of internet allowance on Comcast.

Anything else I’m missing

Same problem. Restarting devices doesn’t help. Poor quality review of a basic service...

Is it maybe connected to the iOS version on your other devices? Are they up to date? Sounds like quite the annoying bug, best success!

Ive had the same issue between my 2018 iPad Pro 12.9 and iPhone pro. If I force close the notes app and open it again it seems to resync the data. Very annoying. Hopefully will be fixed soon with a minor bug fix update.
