iPhone Notes with 10.11.1

I am currently running OS X 10.11.1 on my rMB and have 9.0.1 installed on my new 6S. My notes have been "upgraded" and my rMB and iCloud webpage are both syncing notes correctly and showing changes between one another. My iPhone however is not seeing any new notes/changes to notes from my laptop. I have turned iCloud off and on/toggled the notes syncing/etc with no luck.

Is anyone else experiencing this? It seems like my iPhone is completely cut out of the loop.

Did your phone connect to wifi or cellular?

The note app on my phone only syncs on Wifi.

It has been on wifi at my house. Cellular doesn't seem to make a difference.
