I've had my iPhone 12 Pro since Jan 2021. It has a battery capacity of 84%.

For me, I am noticing Safari needing to reload tabs often, and apps like Messages need to be reloaded too.

Is this memory management or is this the iPhone degrading its performance slightly to help with the battery?
As I say it is on 84% battery health.

Runs iOS 16.6.1

You shouldn’t notice any performance degradation on iOS 16. I suspect you’re due a battery replacement to bring your performance back to normal.

Is it normal to see performance reduction at 84% battery capacity?
Yes, very possible.

I've gotten a 'battery seriously degraded' warning at 86% after a while when I started noticing my iPhone felt like it was taking a hit in performance.

The battery health indicator/system hasn't caught up with your battery yet.
