If I’m on an app and I get a notification, the notification banner is not readable. It appears as if the banner is getting blurred out with the app or page or whatever it is that I am on.

Looks as if the banner is transparent so u can’t read anything the banner says.

Have you tried restarting your phone to see if it makes a difference?

Have you also checked your display settings and/or accessibility settings related to the screen in case something there might have an effect?
 
of course I have restarted the phone. There isn't even an option to make it look like a windows computer that is about to freeze.

thats waht it does. remember when an program would freeze on windows so the program would be blurry adn transparent? thats how it look. FKN **** show Apple. Always an error wiht something.

They turned the iOS and macOS that was great into a faulty OS like Windows.
 
I'm not aware of this being a feature, it seems to be more of a bug. Does it happen all the time? If so, a restart as mentioned above or Reset All Settings should fix.
