Notification Issue after restore

IOS 8.4 did full restore over itunes iphone 6Plus. even after a fresh restore (not jailbroken yet) I cannot get my notifications to work with the pulldown IF MY phone is locked! So phone locked but screen is visible, if you try to pulldown to see notifications it will not work! If I Unlock my phone then the pulldown will work ok. Anybody have any issues with this!!

Did you check that access to Notification Center on LockScreen is enabled in the general settings?

Yes, all the settings are good, weird for sure! Ill probably take to Apple store if they cant get it to work they will give me a replacement
