Notification Order Doesn't Save

Just got my 4S and was playing with the settings and I noticed my notification order for the dropdown doesn't save (yes it's set to manual). Once I back out of the screen the order resets and I have no idea why. For example, I like weather and stocks at the very top, once I back out of the screen stocks goes back down to its default position.

i just restarted the phone and it fixed it

that seems to be fixing a few bugs.
