It seems Apple FINALLY enabled notification syncing between devices in iOS 11. Clearing notification on one device automatically clears notification badges on other devices with same iCloud account.

This was a thing briefly in iOS 5 (!) beta but since then abandoned. Using multiple devices will be a LOT less annoying. Thoughts?
 
I don't know if it works across platforms, but there's probably no technical reason it wouldn't.
 
Works fine for me on iOS 10.3 devices

It shouldn't work on 10.3, as it is new for IOS 11. This is mainly related to the stock apps, and most specifically email. If you get an email on your iPhone, the badge icon will not go away on your iPad/Mac until you open the mail app. This is new to IOS 11, and it actually syncs now.

Mail is not based on a push notifications. Notifications created locally once the new Mail is received. It has nothing to do with Notifications sync that is actually been introduced with iOS 7. I know that iCloud email doesn't remove the badges correctly. But Exchange emails sync perfectly. Notifications from other apps like Messages and missed phone and FaceTime calls have been syncing perfectly for me for a while now. I'm glad that Apple has finally done something to iCloud email to sync the badges correctly.

Where does it say that iOS 11 brought something new to notifications sync?
 
Does this eliminate the “147 new messages” (that were long ago read on my iPhone) notification at the top of the screen when I unlock my iPad?

everything you said is correct. The badge sync/notifications clearing thing was mentioned in the keynote.
